Q1.What does the Witness service specifically mean for a Hong Kong resident in opening a Mainland Personal Bank account (“Account Opening Witness Service”) on behalf of a Hong Kong resident?
It refers as the Individual Customer Application, China Construction Bank (Asia) (“CCB (Asia)”) provides Account Opening Witness Services at branches to customers, China Construction Bank (“CCB”) Branches provide financial services to Hong Kong residents whom are willingly to open bank accounts as CCB Type II Account with conducting background checks and related assessments. For Account Opening Witness Service, Hong Kong residents are only required to bring their Mainland Travel Permit for Hong Kong and Macau Residents, Hong Kong Permanent Identity Card to apply at any CCB(Asia) branch. Hong Kong resident customers can open CCB Type II Account conduct Account Opening Witness Services without visiting branches in Mainland.
Q2.What is the functions and requirements of CCB Type II Account opened by Account Opening Witness Service?
The CCB Type II Accounts opened by Account Opening Witness Services can conduct deposit/withdrawal cash, transfer funds from unbound accounts. Among them, the daily limit and annual limit of fund transfers-ins and deposits from unbound accounts of CCB Type II Account are RMB 10,000 and RMB 200,000 respectively. The daily limit and annual limit of spending and bill payments are used for transfer-outs or cash withdrawals to unbound accounts are RMB 10,000 and RMB 200,000 respectively. The daily ATM cash withdrawal limit of CCB Type II Accounts opened by Account Opening Witness Services should not exceed RMB 1,000 equivalent.

Q3.What are the objects or conditions to the customers applying to open the Account Opening Witness Service?
Customers, who are Hong Kong permanent residents over 18 years old, can apply Account Opening Witness Service at CCB (Asia) branches due to the demand of actual compliance funding transactions for running business, studying aboard, visiting relatives, work, etc. The applicant must have had a bank account opened in the CCB (Asia). The bank account status must be normal. The applicants who hold bank accounts in abnormal trading status such as dormant accounts are not eligible for the Account Opening Witness Service.
Q4.What are the documents should the applicant bring for Witness Account Opening Service?
The applicant who holds the following original and photocopy documents: Mainland Travel Permit for Hong Kong and Macao Residents must have over 3 months validation, Hong Kong Permanent Identification Card to open the Account Opening Witness Service at any CCB (Asia) branch in Hong Kong.
Q5.Can individual customer online apply for Account Opening Witness Service?
No, you can’t. The Account Opening Witness Service can only apply at any CCB (Asia) branch.
Q6.Can other person(s) do the account application, card collection, etc. on my behalf?
No, representatives are not allowed. All actions such as application and card collection are only permitted to customers for handling.
Q7.How long does it take for applicants to receive the card after their Account Opening Witness Service applications succeed?
Customers should consult with CCB (Asia) branch about the progress. After the local CCB (Asia) received the applications with required documents, it takes around 10 days to proceed. For details, please refer to requesting CCB (Asia) branch notifying customers.
Q8.Which institutions do CCB (Asia) offer opening Account Opening Witness Service?
Currently, applicants can apply to open the Account Opening Witness Service at any CCB (Asia) branch.

Q9.Whether the relevant functions and limit requirements of CCB Type II accounts opened by Account Opening Witness Service witness are consistent with those of CCB Type II accounts opened by customers in "face-to-face" manner in China.

No, it cannot.
Q11.Do I have to pay to open the Account Opening Witness Service? If I do, how much is the charge?
Mainland bank card is exempt from the charge of production, annual fee, sub-account management fee, card replacement fee, and other related account management fees by CCB. Other transaction fees are subject to the latest debit card service prices announced by CCB (Asia).
Q12.How may I report the loss of the bank card of CCB Type II Account?
If you loss the bank card of CCB Type II Account, you should report to CCB through telephone, online banking, mobile banking and other channels.
Q13.Inquiry regarding Mainland Bank card replacement and cancellation
If a cardholder would like to replace a new card or cancel the account due to card damage, IC chip damage, magnetic stripe degaussing, delayed card replacement, etc. , the cardholder has to visit the designated CCB branches where they got card issued with their Hong Kong and Macau Mainland Travel Permit.

Q16.Since I already have CCBA Cross Border Long Card, can I open one more CCB account via CCBA witness service?
Each customer can only have one CCB account opened via CCBA witness service, which is categorized as Type II account. Whether can open one more CCB account opened via CCBA witness service, it depends on the account status that customer already opened. CCB allows the customer to hold 1 Type I Account, 5 Type II Accounts and 5 Type III Accounts at maximum.
